Private companies can purchase the imagery from the Department of Finance and Administration OIR GIS Services. TDOT's OAS flight team plans the flight coverage and the survey control. TDOT surveyors lay out large aerial targets in open areas and then GPS their exact location. OAS acquires the aerial photographs, downloads the data and airborne GPS from the plane, and QC's the images after they have been fully processed. The images are then sent to the OAS photogrammetry section where each image is georeferenced with overviews created. Afterwards, the GPS measurements and the georeferenced images are imported into highly specialized software that merges and triangulates the project. The images are then orthorectified, edited, and tone balanced. Following tone balancing, seam lines are created and edited and then the orthomosaics are cut into tiles according to the state's (TN) tax grid. Mr. Sids are created from the individual orthomosaic image tiles, not the individual aerial photographs as it takes approximately eight individual aerial photographs to make one orthomosaic .tif.
